AI Chatbots Deliver ‘Misleading and Partial’ Voting Advice, Claims Dutch Watchdog

AI chatbots have been shown to be “unreliable and clearly biased” when providing election recommendations, the Dutch data protection authority (AP) has reported, raising alarms about a possible risk to democratic processes just eight days before national elections.

Study Shows Repeated Partiality in AI Suggestions

The quartet of AI assistants tested by the authority “often end up with the same two parties”, irrespective of the voter’s inquiry or input, the watchdog explained in a analysis published ahead of the late October vote.

In more than half of the cases, the AI recommended either the right-wing PVV of Geert Wilders or the leftwing GroenLinks-PvdA led by the ex-EU commissioner Frans Timmermans.

Certain groups, such as the moderate CDA, “are almost never mentioned”, even when the voter’s query exactly matches the stances of these parties, the study pointed out.

Official Warns Against Using AI Chatbots for Voting Guidance

The vice-chair of the AP, the official Monique Verdier, stated that while AI assistants appear to be smart resources, “for election guidance, they repeatedly fall short”. Citizens were being steered toward a political group that might not correspond to their ideological beliefs, she emphasized.

“This directly impacts a fundamental pillar of democracy: the honesty of open and just votes,” said Verdier. “We thus caution against employing AI assistants for voting advice, as their operation is unclear and difficult to verify.”

Voting Background and Political Landscape

The Dutch head to the polls on October 29 in an electoral contest that will be keenly observed around Europe for the showing of the PVV.

The far-right party of Wilders is ahead in surveys but the lead over the left-wing and centre-right parties appears to be narrowing, with many voters still undecided.

All major parties have ruled out an alliance with the PVV, meaning the runner-up party is most likely to provide the next prime minister.

Inadvertent Prejudice Linked to Chatbot Functioning

The authority stressed that the bots were not deliberately biased, and that their “noted flaws” are a result of the manner in which AI assistants function.
